CHALLENGE

Review, Analyze, and Develop Redistricting Plans

The Congressional Black Caucus Institute (CBC Institute) hired CensusChannel staff  (Tony Fairfax) as their consulting demographer to analyze, review and develop redistricting plans of congressional districts where African Americans could elect a candidate of choice.

SOLUTION

The Establishment of a Redistricting Project

Fairfax researched, procured, and setup the necessary hardware and software to perform the project goals. He performed all of the data processing as well as the plan development for all redistricting plans.

RESULTS

A Redistricting Success

The project developed and over 75 congressional district plans. Congressional district plans were developed for 22 states, including Alabama, California, Florida, Georgia, Indiana, Illinois, Louisiana, Maryland, Michigan, Mississippi, Missouri, New York, New Jersey, North Carolina, Ohio, Pennsylvania, South Carolina, Tennessee, Texas,  and Virginia.

Note: Fairfax was hired twice as the consulting demographer for the CBC Institute (in the 2000 and 2010 round of redistricting).
